The Environmental Risks of Deep Sea Mining

The deep-seabed still remains unexplored; however, companies are looking to commence their mining activities. Although the International Seabed Authority has given out many exploration contracts, none has been awarded for the exploitation of the resources on the deep-seafloor, as it has not prepared a mining code (deep sea mining) yet.
What are the Risks involved?
Due to the scientific uncertainty related to the deep-sea ecosystems for deep sea mining, more and more countries are backing the moratorium against mining. As of July 2026, 46 countries are already in the process of imposing a ban or implementing a precautionary pause until the gap in knowledge is filled.
What is happening in the US?
NOAA managed to release a new rule that became valid in January 2026 that enables companies to apply for receiving the Commercial Recovery License and Exploration License at the same time using the executive order. The application of the Metals Company has been filed, yet still remains under consideration in July.
What happens next?
In July ISA decided to continue the exploration contract with the Metals Company and convene the Council again in March 2027. For more detailed information see our previous guide.
