The Tokyo Electric Power Company said the storm also knocked out electricity to about 45,000 homes, but power had been restored to most of them. A nearby river overflowed its banks in the city of Sakura, in Chiba prefecture, flooding homes in a scene one resident said was unlike anything he had seen in more than 30 years living there.
